At AMVAC, the Process Safety Management Engineer (PSM) works with the Plant Manager to monitor and achieve the company’s corporate objectives for the operations and production at AMVAC’s Los Angeles location.  AMVAC’s specialty chemical plant which operates 24x7x 365 days a year provides products for agriculturethrough continuous and batch manufacturing processes. The PSM Engineer is responsible for both Process Safety Management (PSM) & Process Hazard Analysis (PHA).

Job Duties & Responsibilities

The PSM Engineer is responsible for the PSM-RMP (Process Safety Management - Risk Management Planning) of AMVAC’s specialty chemical manufacturing plant and will develop, maintain and improve programs and training for compliance with regulatory process safety management and plant preventative maintenance requirements (Federal OSHA and California Industrial Relations). 

  • Coordinate PSM (Process Safety Management) audits and field activity
  • Ensure compliance of all 14 elements of PSM through Process Unit PSM Leaders and document Process Safety Information (PSI)
  • Oversee the PHA (Process Hazard Analysis) regulations; ensure compliance and conduct PHA studies with input from a multi-disciplined team
  • Ensure compliance with USEPA RMP (Risk Management Program) and state CALARP regulations
  • Assist Emergency Response teams and the Planning Committee to conduct incident investigations and validate remediation
  • Maintain the Mechanical Integrity and Preventive Maintenance inspections and records including developing equipment inspection and testing programs; documenting equipment inspection, testing and repair procedures; coordinating with consultants and contractors
  • Create and maintain SOPS, documentation, manuals and review written operating procedures
  • Consult on critical instrument systems and maintain equipment vendor data specifications and standards
  • Provide training and oversee inspections and audits
  • Monitor Management of Change (MOC) process; provide consulting on proposed changes to process units and assess need for multi-disciplined reviews
  • Review the execution of maintenance work in progress to ensure compliance with applicable codes, standards and specific job requirements for quality assurance
  • Participate in decisions involving deviations from codes, standards or practices
  • Monitor store stock materials and spare parts which have a high usage rate in the plant and communicate requirements to the plant’s storeroom manager for all plant equipment

 

Skills & Qualifications

  • 5+ years experience in a chemical manufacturing plant with a broad technical understanding of plant operations
  • Process Safety Management (PSM), OSHA, EPA and Safety experience  
  • 2+ years in leadership capacity overseeing and building PSM; PHA and Maintenance Integrity 
  • Experience conducting data analysis and root cause analysis using various programs 
  • Risk and consequence modeling experience desirable
  • Detailed knowledge of local, state and federal regulations (e.g., OSHA PSM, EPA RMP, etc.) 
  • Trained PHA Facilitator / Leader 
  • Track record of successfully monitoring compliance reports and Equipment Inspection Records
  • Strong verbal and written communication skills
  • Previous management of contractors and other technical resources a plus
  • Experience assuring that materials and equipment meet and comply with applicable codes, specifications and plant requirements
  • Previous history of Non-destructive testing for evaluation of process equipment integrity
  • Ability to provide technical consulting of pressure protection, Pressure Relief Devices (PRD) and administering the PRD testing program
  • PLC and/or DCS experience
  • Experience researching and documenting equipment design information and providing technical operation and maintenance support
  • Computer skills including Microsoft WORD, EXCEL and PowerPoint
  • Must pass post‐offer drug test, background check and other appropriate tests as required

 

Education Requirements

  • B.S. ChE or Bachelor’s degree in engineering + related experience
