Job Function

The Process Safety Manager (PSM) supports AMVAC’s manufacturing operations in achieving Process Safety by maintaining the PSM program for the AXIS site. The PSM Manager will be responsible for setting up and reporting key metrics relating to the field of Process Safety to ensure compliance and meet regulations for AMVAC’s chemical manufacturing plant located in Axis, Alabama.

Job Duties & Responsibilities

  • Assure compliance with all 14 elements of Process Safety Management (PSM)
  • Perform audits and oversights to ensure that facilities are maintaining a system to keep current all related PSM and RMP (Risk Management Program) records and documentation
  • Work through MOC's and assist with PHA's (Process Hazard Analysis)
  • Assist the operation groups with resolution and correct non-compliance issues that come from internal and external audits
  • Become familiar and provide guidance to Operations to ensure that applicable personnel are adequately trained as relates to PSM compliance
  • Communicate and interface with Company personnel including making recommendations for and implementing changes for improvement, replacement, and additions required for compliance and safe and continued operation
  • Stay current with the latest regulations and standards associated with PSM and RMP
  • Set up and monitor Process Safety metrics
  • Ensure plant PHA leaders are trained and qualified in proper PHA techniques
  • Review results of all PHAs for quality and thoroughness
  • Provide support for LOPA reviews of those risk scenarios requiring further assessment post PHA review
  • Track and follow-up of action items to ensure timely solutions of any findings from PSM audits, PHA studies and other PSM assessment activities
  • Participate in select Pre-Startup Safety Reviews (PSSRs) prior to startup of new or modified processes or equipment or after extended shutdown of equipment
  • Periodically review site PSSRs for quality and completeness
  • Support SH&E through the review and assessment of PSM related requirements
  • Participate in Incident Investigations & Root Cause Analysis reviews
  • Communicate with local regulatory agencies as it relates to Process Safety Management
  • Provide evaluations and progress reports of ongoing programs to management as required
  • Provide expert technical support in identifying and resolving critical regulatory issues
  • Complies and ensures compliance with all company policies, practices and lawful directives

Skills & Qualifications

  • 3 - 5 years plant experience with a broad technical understanding of plant operations (chemical plant experience preferred)
  • Detailed knowledge of local, state and federal regulations (OSHA PSM, EPA RMP, etc.)
  • Process Safety Management, OSHA/EPA and Safety experience in a manufacturing environment
  • Experience conducting data analysis, incident investigation and root cause analysis using various programs preferred
  • Experience managing contractors and other technical resources a plus
  • Trained PHA Facilitator / Leader preferred
  • Proven ability to lead teams, influence operations, and build consensus with all levels of employees
  • Relationship building abilities with the regulatory community is desirable
  • Strong verbal and written communication skills
  • Effective presentation and training skills
  • Good organizational and writing skills necessary to track and document PSM program progress
  • Experience with using and leading Process Hazard Analyses (PHA) studies by various techniques
  • Strong computer skills with a proficiency in MS Office (Outlook, Word, Excel and PowerPoint) required
  • Ability to maintain confidential information in a professional manner
  • Strategic thinker with the ability to identify potential risks and associated mitigations
  • Brings new ideas and an innovative approach to problem solving
  • Must be able to pass post-offer background check, physical and drug test

Education Requirements

  • Bachelor’s degree required (EH&S, industrial hygiene, engineering, science or equivalent preferred)
  • Significant combination of education and applicable experience acceptable
  • Working knowledge of OSHA 29 CFR 1910.119 Process Safety Management and EPA 40 CFR Part 68 Risk Management Programs
